It's good to remember that 2003 was atypical across Europe. Some people think that leads to great wine, some an ocean of plonk. I'm in the middle- not a vintage I'd choose for some of my favorites, but seemed in a few cases to help some usual underperformers.
I forgot my actual favorite house red, the Iche "Les Heretiques" VdP d'Herault. Of course, maybe the name is not helpful for sales in the Bible Belt (I grew up in NC, and know). The Oupia Minervois (red and rose) are usually good for $10ish. Falesco Vitiano and Tomassi Valpo Classico are usually decent values.
Whites, I also liked the $8 '02 Louis Latour Mācon Villages Chameroy. Though Melini makes a lot of plonk, their $7 Orvieto is sometimes a good value.
